Belize Flag | MMN-25-006–Requirements for handling PSC Inspections and Detentions

IMMARBE has issued subject circular which revokes MMN-23-001–Reporting on PSC inspections and detentions and gives the applicable provision in case of PSC inspection and/or detention.

1.When the vessel it is not detained should submit:

  • PSC Inspection report
  • Rectification report (TDF-020) for each deficiency
  • Root cause analysis and preventive actions
  • Evidence, including photos, of the rectification of each deficiency

2. When the vessel is detained.

  • Immediate notification and RO attendance
  • RO attendance for a general/comprehensive inspection and to verify the rectification of the deficiencies
  • Additional SMC audit when there are ISM related deficiencies
  • Where five or more ISM related deficiencies posed an additional DOC audit may be required within 30 days
  • If date of detention falls within survey window, RO must conduct the annual surveys to the extend practicable
  • Where PSC deficiencies affect validity of statutory certificates and cannot be immediately rectified the relevant certificate shall be replaced with a short term one and a relevant dispensation letter shall be issued.

3. The circular provides also escalation measures in case of the first, second and third detention.
