Marine Management Systems
ASSESSING ONSHORE & ONBOARD RISKS, SECURITY AND CREW WELFARE
We offer a streamlined auditing approach aimed at establishing statutory confidence and we assist you in achieving a mature and cohesive marine management system.

The objective of INSB Class marine audit and assessment services is to identify and manage potential risks to accomplish safety and regulatory compliance throughout the lifecycle of a vessel.
On behalf of a large number of delegating Flag States, INSB Class has been delegated for conducting both onshore and onboard independent assessments to attain compliance certification in accordance with marine Management Systems and Codes.
Our professional and experienced auditors are available in all major ports worldwide. The experience and training that our Auditors bring to the auditing process not only ensures statutory confidence, but also enables them to collaborate with you to develop a mature and effective management system.
ISM CODE_
The International Safety Management Code (ISM) is mandatory for all passenger ships including passenger high-speed craft, oil tankers, chemical tankers, gas carriers, bulk carriers, cargo high-speed crafts, other cargo ships and mobile offshore drilling units of 500 GT and above, engaged on international voyages. The Code requires a management system designed to encourage safety and pollution prevention. Responsibility for this is placed firmly on the companies responsible for the ships management.
The company shall establish a SMS containing the company’s policy, manual and procedures which ensure compliance with mandatory rules and regulations; and that applicable codes, guidelines and standards recommended by the IMO, Flag States, Classification Societies and maritime industries are taken into account and implemented onboard and ashore.
ISM Code services provided by INSB Class
- Document of Compliance (DOC) certification for companies.
The DOC is issued to the Managing Company, has five years validity and the audits are carried out on annual basis, in order the continued compliance with the ISM Code to be verified.
- Safety Management Certificate (SMC) certification for ships
The SMC is issued to ships for five years upon completion of an initial or renewal audit. The Intermediate audits are carried out between the 2nd and 3rd anniversary of the certificate.
ISPS CODE_
The objectives of the ISPS Code are to:
- establish an international framework involving co-operation between contracting governments, government agencies, local administrations and the shipping and port industries to detect/assess security threats and take preventive measures against security incidents affecting ships or port facilities used in international trade
- to establish the respective roles and responsibilities of all these parties concerned, at the national and international level, for ensuring maritime security
- to ensure the early and efficient collation and exchange of security-related information
- to provide a methodology for security assessments so as to have in place plans and procedures to react to changing security levels
- and to ensure confidence that adequate and proportionate maritime security measures are in place.
The objectives are to be achieved by the designation of appropriate security officers/personnel on each ship, in each port facility and in each shipping company to prepare and to put into effect the security plans that will be approved for each ship and port facility.
APPLICATION
The company shall establish a Ship Security Management System containing a Ship Security Assessment and Ship Security Plan to identify and take preventive measures against security incidents and implement them onboard and ashore. It applies to the following types of ships engaged on international voyages:
- Passenger ships, including HSC (High Speed Crafts)
- Cargo ships of 500 GT and upwards, including HSC
- Mobile offshore drilling units
ISPS Code services provided by INSB Class
As a Recognised Security Organization for the major flag administrations, we can carry out:
- Security Assessment and Plan approvals
- Shipboard Security audits, leading to the issue of an Intl’ Ship Security Certificate (ISSC) for your ship. The ISSC is issued for 5 years and an intermediate audit is carried out between the 2nd and 3rd anniversary of the certificate.
MLC 2006_
More than 1.4 million seafarers worldwide are regulated by the “Maritime Labour Convention, 2006” (MLC 2006) of the International Labour Organization (ILO). It specifies requirements for occupational health and safety, appropriate employment contract conditions, adequate accommodations, and access to medical care, health care, and social security. The Convention applies to inspection and certification for ships of 500 GT or more engaged in international voyages.
The requirements of the Convention extend to all seafarers employed, engaged, or working in any capacity aboard the ships specified above.
MLC 2006 services provided by INSB Class
- MLC Pre-Assessment
INSB Class offers a MLC pre-assessment of an owner’s policies and procedures and of the manner these are implemented on board a vessel to determine if a vessel’s documentation and labor management system complies with the flag State requirements based on the Convention.
Essentially is a gap analysis, which identifies where there may be shortcomings and provides suggested guidelines for bringing the procedures into compliance.
- MLC Review, audit and certification activity
INSB Class, in its capacity as a Recognised Organisation on behalf of an expanded number of Flag States, conducts the required Declaration of Maritime Labour Compliance (DMLC) reviews/endorsements and the corresponding onboard inspection to verify compliance with the Convention’s requirements towards the issue of a Maritime Labour Certificate (MLC).
MLC inspection in addition to ISM and ISPS audits, can be conducted at the same time to simplify the certification process.
