IMO’s fuel data collection system (DCS) started capturing data on January 1, 2019. The IMO DCS accumulates and collects information inclusive of ship’s fuel consumption, distance traveled, and hours at sea, applicable for ships over 5,000 GT.
Each vessel subject to this regulation must:
- Prepare a Data Collection Plan (SEEMP Part II) and submit it to its Flag Administration or an entity (RO) duly authorized for review.
- Keep on-board a Confirmation of Compliance for the DCP issued by the Flag Administration or an entity duly authorized by it (RO) from 1st January 2019.
- Monitor its fuel consumption, distance travelled and hours underway during a reporting period and report it to its Administration or an entity duly authorized by it (RO) within three months after the end of the calendar year (i.e. before 31 March latest each year).
- Keep on-board a Statement of Compliance for the fuel oil consumption data issued by a Flag Administration or an entity duly authorized by it (RO) within five months from the beginning of the calendar year.
How we assist – IMO DCS Services
INSB Class has been delegated by an expanded number of authorizing Flag States for following IMO DCS services:
- Review & Approval of Ship Energy Efficiency Management Plan (SEEMP II) – Issue of Confirmation of Compliance for the DCP.
- Issue of Statement of Compliance – Fuel Oil Consumption Reporting
IMO DCS vs EU MRV
- The IMO DCS comprises any activity carried out by ships in the marine environment while the EU MRV covers only transport of goods and persons.
- The IMO DCS applies to all international voyages while the EU MRV applies solely to voyages to and from EU-EEA ports, inclusive of domestic voyages.
- Emissions from ships are within the EU-EEA are reported separately in the EU MRV system and the IMO DCS datacentre.
- The IMO DCS requires annual aggregate data while the EU MRV uses data per voyage.
- The IMO DCS requires data on ship’s deadweight tonnage (as carrying capacity) while the EU MRV requires data related to transport work (weight of actual cargo transported or number of passengers).
- EU MRV publishes data on the performance of individual ships, while IMO DCS requires publication of aggregate data.
