Port State Control (PSC)

Port State Control is a harmonized system of ship inspection program whereby foreign vessels entering a sovereign state’s waters are boarded and inspected to ensure compliance with various major international maritime conventions.

PSC programs are typically regional in nature; whereby several countries sharing common waters have grouped together under a Memorandum of Understanding (MOU) to ensure that vessels trading in their area are not substandard.

INSB Class maintains a strong oversight and emphasis on continuous Port State Control performance improvement in the various PSC Regional Memorandum of Understanding (MOUs) with the aim to maintain and enhance long-term quality growth and competitiveness.

Recognizing the importance of Port State Control performance, INSB Class collaborates closely with Flag States and ship operators to improve their fleet’s associated PSC records through the sharing of detention prevention measures, the use of pre-arrival checklist tools, and advice and guidance on the implementation of new enforced statutory regulations and related requirements.

Screening and Monitoring

With the aim to assist ship owners / operators maintain proper PSC compliancy, our dedicated experts exercise fleet monitoring and screening on daily basis and use such results into our daily operations. We endeavor to increase awareness relevant to interpretations of the continuous evolving safety standards and to assist clients retain their INSB classed vessels in conformity with the various international safety norms and Port State Control (PSC) standards. Outcome of our statistical analysis on the detainable deficiencies which are detected by PSC to INSB Class fleet, are shared with our clients for raising awareness on re-occurring deficiency patterns & trends.

GUIDANCE AND SUPPORT

If your vessel is detained by Port State Control (PSC) Authorities, please notify as soon as possible INSB Class head office for assistance.

Ensure also that you manage the situation from the beginning to prevent escalation by implementing the below actions:

1/ Stay Calm and Cooperative: Remain professional and cooperative with PSC officers. They are conducting a routine inspection to ensure compliance with safety and regulatory standards.

2/ Understand the Detention Reasons: Request a detailed explanation of the detention from the PSC. The reasons will be outlined in the detention order, specifying the deficiencies that led to the detention.

3/ Assess and Address Deficiencies: Review the issues identified by PSC and consult with INSB Class as necessary. Make the required repairs or improvements to the vessel, ensuring that any deficiencies are rectified in compliance with class requirements.

4/ Remain in Port: Your vessel must remain in port until the issues are resolved and PSC provides clearance. Do not attempt to leave port without clearance to avoid additional penalties or complications.

5/ Ensure Proper Documentation: Ensure that all relevant certificates, inspection records, and documents are in order. INSB Class can assist in verifying and updating these if needed.

6/ Appeal Process: If you believe the detention is unjustified, consult with INSB Class and the relevant maritime authorities to understand the appeal process and explore your options.

Swift action to resolve deficiencies and coordinate with INSB Class will ensure the quickest possible resolution and minimize disruptions to vessel operations.
