Interim Company ISM audit
DURING THE AUDIT SPECIAL ATTENTION SHOULD BE GIVEN TO THE FOLLOWING:
- If day-to-day operations of the vessel have been delegated to a management company, evidence of this delegation is available
- Identity and contact details of the DPA have been reported to the flag Administration, if required
- Qualifications, experience and training of the DPA meets the IMO guidance contained in the Annex to MSC-MEPC.7/Circ.6
- There is evidence to show that the DPA is engaged in monitoring the safety and pollution prevention aspects of all vessel operations
- A document review (of the ISM manual) to ensure that all elements of the ISM code have been addressed (including risk assessment procedures)
- A review of records, including copies of statutory certificates, to verify that ships operated in accordance with the scope of the requested Interim DOC comply with mandatory rules and regulations.
- Verification of the availability of applicable rules, regulations and guidelines and that these have been taken into account within the SMS.
- Verification of a documented plan, including a programme for familiarization and training, to implement the SMS within the Company within the period of the validity of the DOC.
- Verification that a programme exists for the internal audit of new ships or ships newly taken into management. The programme shall provide for audits to be performed within 3 months.
- Verification that the company is covering the following activities / departments:
A. DPA (Designated Person Ashore)
B. Technical
C. Operations
D. Crewing
FLAG ADMINISTRATIONS’ SPECIAL REQUIREMENTS
During the audit, the attending Auditor should verify that the following specific Flag requirements are implemented, as applicable to the Company’s DOC Flag Administration.
If the Flag Administration is not listed, it means that there are not specific related requirements.
