IMO Fuel Oil Consumption data collection system
A similar scheme to EU MRV has also been adopted by IMO; according to Regulation 22A of MARPOL Annex VI which enters into force on 1 March 2018, all ships above 5000 GT will have to report their annual CO2 emissions from 1 January 2019 onwards.
It is not applied to ships not propelled by mechanical means, and platforms including FPSOs, FSUs and drilling rigs, regardless of their propulsion.
What it means?
- Revisions of SEEMP to add the Ship Fuel Oil Consumption Data Collection Plan (DCP) which includes a description of the methodology for data collecting and the reporting processes.Review of the revised SEEMP by the Administration or Recognized Organisation (RO), and issuance of Confirmation of Compliance.
- Ships for which the delivery is placed on or after 1 March 2018: on or before the date of delivery
- Ships other than above (i): on or before 31 December 2018
- Data collection for fuel oil consumption and relevant: On or after 1 January 2019.
- Aggregation of the collected data, and reporting to the Administration or RO: Within three months after the end of each calendar year. In the event of either flag or company change, it is required to report the aggregating data collected during the period of belonging to the former flag or company, on the day of completion of the transfer or as close as practical thereto.
- Verification of the reporting data by the Administration or RO, and issuance of Statement of Compliance– No later than five months after the end of each calendar year
- Access to the disaggregated data that underlies the reported data – Not less than twelve months after the end of each calendar year
MEPC 70 adopted resolution MEPC.282(70) on 2016 Guidelines for the development of a Ship Energy Efficiency Management Plan (SEEMP), which supersedes the 2012 Guidelines (MEPC.213(63)) and provides guidance on developing a ship-specific methodology for the collection and reporting of the required data.
The basic structure of DCP is represented as follows, but the format and document style does not specifically designate provided that all the necessary information are covered within SEEMP and/or the other referenced documents such as SMS manuals.

- Record of revision of Fuel Oil Consumption Data Collection Plan
- Ship engines and other fuel oil consumers and fuel oil types used
- Emission factor
- Method to measure fuel oil consumption
- Method to measure distance travelled
- Method to measure hours underway
- Processes that will be used to report the data to the Administration

Ships will need to use a standardised reporting format, developed by the IMO, to submit data on:
- Identity of the ship
– IMO number
- Period of calendar year for which the data is submitted
– Start date (dd/mm/yyyy)
– End date (dd/mm/yyyy)
- Technical characteristics of the ship
– Ship Type
– gross tonnage (GT)
– net tonnage (NT)
– deadweight tonnage (DWT)
– power output (rated power) of main and auxiliary reciprocating internal combustion engines over 130 kW (kW)
– Energy Efficiency Design Index (EEDI) (if applicable)
– Ice class (if applicable)
- Fuel oil consumption, by fuel oil type, in metric tonnes, and methods used for collecting fuel oil consumption data
- Distance travelled
- Hours under way
Note for the Owner
Owners and operators should establish means for collecting the fuel oil consumption data that is most appropriate for each ship and update the SEEMPs of their ships to reflect this process. Following this, they should submit each SEEMP Part II to INSB for approval, if INSB is the delegated RO, as soon as possible.
