MARPOL ANNEX VI – Fuel Oil Sampling Points
The 75th session of the IMO’s Marine Environment Protection Committee (MEPC 75) approved amendments to MARPOL Annex VI on procedures for sampling and verification of the sulphur content of fuel oil including definitions of MARPOL delivered sample, in-use sample and on-board sample. The MARPOL amendments published under Resolution MEPC.324(75), as can be found attached, and shall enter into force on 1 April 2022.
Port State Control spot sampling of ships’ fuel
The frequency of port state control taking spot samples of a ship’s fuel oil to verify its sulphur content is expected to increase significantly in 2020. Proper onboard procedures and a well prepared and attentive crew can be crucial in avoiding unwarranted penalties.
Sulphur Cap 2020 HSFO carriage ban will be effective from 1 March 2020.
From 1 March 2020, high-sulphur fuel oil (HSFO) cannot be carried in the fuel oil tanks unless the vessel is fitted with an approved equivalent arrangement.
Regulation banning the use of heavy oil in the territorial sea of Iceland- 0.1% SECA
The Government of Iceland and the Minister for the Environment and Natural Resources has issued a regulation tightening fuel requirement, which effectively bans the use of heavy fuel oil in the territorial sea of Iceland. The regulation is intended to promote improved air quality in harbours and coastal areas and conforms with the government’s coalition agreement and climate action plan.
