Materials Declarations for Inventories of Hazardous Materials/ICS Guidance

Please be reminded that the development and maintenance of the Inventory of Hazardous Materials (IHM) is the key requirement for shipowners under the Hong Kong Convention (HKC) and EU Ship Recycling Regulation (EUSRR). Whilst the HKC has not yet come into force, the EUSRR has, and has wide application (to shipowners within the EU, vessels flagged within the EU and non-EU vessels calling to EU ports).

Technical Notice No SR 05-2019 – EMSA Guidance on Ship Recycling Port State Control inspections

The European Maritime Safety Agency (EMSA) released the publication: Guidance on inspections of ships by the port States in accordance with Regulation (EU) 1257/2013 on ship recycling. Inspections from the EU port States to enforce provisions of the ship recycling Regulation.

New Guidance on Eliminating Shipboard Harassment and Bullying from ICS and ITF & MLC new consolidated text

Under the 2016 MLC amendments, governments and shipowners are expected to adopt measures to better protect seafarers against shipboard harassment and bullying using as a reference the Guidance on Eliminating Shipboard Harassment and Bullying jointly published by the International Transport Workers’ Federation and the International Chamber of Shipping.

Guidance on the development of a ship implementation plan for the consistent implentation of the 0,50% Sulphur limit under MARPOL ANNEX VI

MEPC 70 agreed to “1 January 2020” as the effective date of implementation for ships to comply with global 0.50% m/m sulphur content of fuel oil requirement and adopted resolution MEPC.280(70) on the Effective date of implementation of the fuel oil standard in regulation 14.1.3 of MARPOL Annex VI. The guidance is part of a set of guidelines being developed by IMO for consistent implementation of the MARPOL regulation coming into effect from 1 January 2020.

BIMCO ParisMoU Guide

BIMCO has issued the attached guide which provides general advice and helps shipowners/managers to comply with regulations when calling at a port or anchorage within the Paris MoU region. More detailed guidelines and instructions are available at the European Maritime Safety Agency (EMSA)’s and the Paris Memorandum of Understanding of Port State Control’s (Paris MoU) homepages: www.emsa.europa.eu and www.parismou.org respectively.

ICS Provisional Guidance for Compliance with the 2020 ‘Global Sulphur Cap’

From 1 January 2020, in accordance with MARPOL Annex VI1, the Sulphur content of fuel oil used on board commercial ships trading outside Sulphur Emission Control Areas (ECAs)2 must not exceed 0.50% m/m.
