PMA, in the analysis of the data of detentions of Panamanian flag vessels in the Paris MOU, had detected that most of the detentions were in Italian Ports. For this reason, a Pre-ports arrival checklist has drawn up.

Given the accident statistics regarding fishing vessels, but also the increasing regulation of fishing vessels, the Paris MoU is conducting a pilot to evaluate whether it could be of added value to implement a harmonised approach to port State control on internationally operating fishing vessels.

Further to our circular TD 10471/2023 dated 31 July 2023 we would like to remind you that Member Authorities of the Tokyo and the Paris Memoranda of Understanding (MoU) on Port State Control will launch a joint Concentrated Inspection Campaign (CIC) on Fire Safety in accordance with the relevant established MoUs procedures for Chapter II-2 of SOLAS and the Fire Safety Systems Code.

Panama currently belongs to the Paris MoU white list; however, it has been detected an increase of detentions in the Paris MoU, specifically in Italy. These detentions have in common that they are ships with Priority 1 in Paris MoU Inspection and Selection Scheme.

BIMCO has issued the attached guide which provides general advice and helps shipowners/managers to comply with regulations when calling at a port or anchorage within the Paris MoU region.
