PMA has issued the RESOLUTION No.106-183-DGMM, adopting technical, registry and administrative measures of a permanent nature, in order to improve the performance of the Panama Merchant Marine and reduce the number of detentions by the United States Coast Guard (USCG) or the different Memorandums of Understanding (MOU).
USCG Safety Alert 03-21 – Blocked freeing ports can trap seawater on deck reducing fishing vessel’s stability
A recent marine casualty resulting in the capsizing of a commercial fishing vessel brought to light a potentially dangerous situation involving the closure of freeing ports. As the vessel dragged for sea scallops, a wave unexpectedly crashed over the port railing, causing the vessel’s deck to fill with seawater. The seawater, now trapped on deck, was unable to drain overboard as closure devices blocked all freeing ports. The investigation identified the closure of the freeing ports as a causal factor in why the vessel capsized.
USCG and Cyber Security
USCG has released a new work instruction (CVC-WI-027) to provide guidance to Coast Guard Marine Inspectors and Port State Control Officers for assessing cyber hygiene onboard applicable vessels, as well as compliance options if deficiencies are noted.
USCG Marine Safety Alert 01-19 concerning Fireman’s Outfit
The Inspections and Compliance Directorate of USCG issued the attached marine Safety Alert 01-19 to remind mariners of the importance of maintaining essential firefighting equipment to adequately protect crew members from heat, smoke, and steam in the event of a fire onboard.
